Call for Consultant/s to Undertake the Research on Linking Internal and External Quality Assurance
I. Introduction
In 2008, the World Bank and UNESCO established a partnership to launch a Global
Initiative for Quality Assurance Capacity (GIQAC) to support higher education in
developing countries. The GIQAC grant covers various projects for the development
and enhancement of quality assurance initiatives in the region.
Among the projects approved for implementation is a research study linking internal and external quality assurance. The project will focus on the state of development of internal QA among the institutions in the APQN network and the establishment of quality cultures in APQN member countries. This project takes on greater significance because APQN accepts both external quality assurance agencies and institutions.
2. Call for a Consultant/s to Undertake the Research Activity
2.1 An important first step in this project is to conduct a survey to get an overview of what IQA activities are in place in the region and assess the quality culture among APQN member agencies.
The project will consist of:
• conducting the survey to get an overview of IQA processes and activities being done by institutions.
• analyzing the data and mapping out the quality culture among APQN member countries.
• establishing the link between IQA and EQA
APQN is seeking a Consultant to carry out this research activity. It is seeking applications from experienced and qualified higher education practitioners or specialists, specifically those with a strong institutional quality assurance and external quality assurance background.
2.2 Terms of Reference
The Consultant shall:
a. Collect and analyze up-to-date information on the state of internal quality assurance among
institutions in APQN member countries.
b. Give an overview of the status of external QA agencies in the region
c. Identify and assess capacity needs along the lines of IQA and EQA
d. Determine the link between IQA and EQA and its implications for APQN
e. Produce a report on all of the above elements.
2.3 Deliverables
i. submission of the proposed work plan by August 1, 2010
ii. copy of survey questionnaire by August 15, 2010
iii. final report by December 30, 2010
