Professional Summary

I have spent over three decades of my life as the Executive Director of the Philippine Accrediting Association of Schools, Colleges and Universities (PAASCU). Since the 1990’s, I have shared my experiences and expertise in accreditation and quality assurance with various institutions and organizations, both national and international. I have served as a consultant for accreditation in many countries, such as Laos, Cambodia, Bangladesh, Mongolia, Indonesia, Yemen, China, Vietnam, Ghana and Egypt.

I have also served as an accreditation specialist and resource person for international agencies, such as The World Bank, The Asian Development Bank and the UNESCO. At present, I am the adviser and consultant on quality assurance of the Accreditation Committee of Cambodia. I have also an ongoing project with the Ministry of Education & Higher Education Scientific Research (MoHESR) in the Republic of Yemen. I handle the Quality Assurance component of the Management Development Program which seeks to build capacity in the higher education sector. This is a three year project which started in 2008 in conjunction with the Delft University of Technology – Management Center for International Cooperation (TU Delft, CICAT) based in the Netherlands.

At present I am also serving as a Higher Education Accreditation Specialist for the Better Employment and Redeployment Management and Universal Teacher Upgrading (BERMUTU). I have been asked to review the operational and implementation aspects for the accreditation-related activities and lead the discussions with the Government counterparts on the specific mission findings and recommendations on accreditation of the teacher training universities/ programs.

Over the years, I have authored several manuals and tools for accreditation, conducted workshops on accreditation systems for various countries, advised governments on quality assurance issues and presented papers in both regional and international conferences. At present, I am the President of the Asia Pacific Quality Network and serve as a representative to the Coordinating Council on Higher Education for the Philippine Commission on Higher Education in the Philippines.

The three decades I have spent on quality assurance and accreditation have been extremely challenging and most fulfilling.
