Dr Antony Stella is Audit Director at the Australian Universities Quality Agency (AUQA) and head of its international activities. She contributes extensively to AUQA’s international work, and has led audits in Bahrain, Fiji and Mauritius, and facilitated the QA developments in emerging economies such as Cambodia, Vietnam and Timor Leste.

In addition to carrying out audits, Dr Stella has contributed to AUQA’s publication program by her thematic analyses of audit reports. She wrote the scoping survey reports on the QA arrangements of APEC economies and the Brisbane Communiqué signatories for the Australian government. She is leading a project on the QA issues in transnational education for a Joint Working Group of the Australian and Indian governments; and leading a project group on QA issues in Small States for the International Network of Quality Assurance Agencies in Higher Education.
 
For the International Institute for Educational Planning of UNESCO, she has authored reports and training modules about external quality assurance and co-edited two books on international perspectives and developments in QA. She has worked as a consultant in the Bangkok regional office of UNESCO, produced overviews for UNESCO of the quality assurance mechanisms of the Asia-Pacific region, and was a member of the UNESCO-OECD expert group that drafted guidelines for QA of cross-border education.
 
Dr Stella is the Vice-President of the Asia Pacific Quality Network, for which she has steered a number of projects.
